JAKARTA - Kementrian Pertahanan (Kemhan) dan TNI AU membantah kabar yang menyebutkan adanya rencana ataupun pembelian jet tempur Eurofighter Typhoon buatan Inggris. Hingga saat ini, pembelian pesawat tersebut tidak masuk dalam rencana belanja alutsista TNI.

“Belum ada. Kami tidak ada rencana membelinya,” kata Kepala Pusat Komunikasi Publik Kemhan Brigjen TNI Hartind Asrin di Jakarta, Kamis (12/4). Hal senada diungkapkan oleh Kepala Dinas Penerangan TNI AU (Kadispenau) Marsma Azman Yunus.

Menurutnya, pembelian 24 unit Typhoon hanyalah isu yang tak bertanggung jawab. “Nggak benar isu itu,” kata Azman. Isu pembelian pesawat senilai 2 miliar pound sterling atau senilai Rp29,2 triliun itu muncul sejak tahun 2011 lalu.

Isu tersebut mencuat sejak setahun silam saat Dubes Inggris di Jakarta Mark Canning kembali membuka peluang kerja sama militer dengan Indonesia. Menurutnya Inggris sebelumnya telah dipercaya Indonesia untuk memenuhi kebutuhan peralatan pertahanan penting ke Indonesia, contohnya pesawat Hawk," katanya. Soal Eurofighter Typhoon, ia menyatakan berusaha menjual apa pun ia bisa.

Kini isu itu kembali menguat bersamaan dengan kedatangan PM Inggris Davic Cameron, siang tadi.

Direktur Utama PT Dirgantara Indonesia Budi Santoso mengatakan, Indonesia menjajaki pengembangan pesawat tempur generasi 4,5. “Kalau F-16 itu generasi ke 4, kalau F-35 buatan Amerika itu generasi 5, ini ditengah-tengahnya, Sukhoi itu masih generasi 4,” katanya di sela perhelatan Bandung Air Show.

Proyek pembuatan

Pesawat jet tempur KFX sendiri sebetulnya merupakan proyek lama Republic of Korea Air Force (ROKAF) yang baru bisa terlaksana sekarang. Proyek ini digagas presiden Korea Kim Dae Jung pada bulan Maret 2001 untuk menggantikan pesawat-pesawat yang lebih tua seperti F-4D/E Phantom II dan F-5E/F Tiger. Dibandingkan F-16, KFX diproyeksi untuk memiliki radius serang lebih tinggi 50 persen, sistim avionic yang lebih baik serta kemampuan anti radar (stealth).

Pemerintah Korea akan menanggung 60 persen biaya pengembangan pesawat, sejumlah industri dirgantara negara itu di antaranya Korean Aerospace Industry menanggung 20 persennya .pemerintah Indonesia 20 persen dan akan memperoleh 50 pesawat yang mempunyai kemampuan tempur melebih F-16 ini dan 100 pesawat untuk korea. Total biaya pengembangan selama 10 tahun untuk membuat prototype pesawat itu diperkirakan menghabiskan dana 6 miliar US Dollar.Pemerintah Indonesia akan menyiapkan dana US$1,2 miliar.

Penandatanganan nota kesepahaman (MOU) antara Indonesia-Korsel itu sudah dilakukan pada 15 Juli 2010 yang lalu di Seoul-Korea Selatan.diharapkan pada tahun 2020 Sudah Ada Regenerasi Pesawat Tempur untuk kedua pihak

Mengapa PT DI tidak membuat sendiri

Membuat pesawat tempur jauh lebih kompleks dari pada membuat pesawat penumpang karena ada tambahan sistem dalam sebuah pesawat tempur yaitu sistem kontrol senjata pada sistem avioniknya, disamping sistem mesin pendorong, sistem radar, dan struktur pesawat yang harus dirancang lebih kuat namun tetap lincah bermanuver di udara. Pesawat tempur KFX ini dirancang untuk masuk dalam kelompok pesawat tempur generasi 4,5 yang berarti harus mempunyai 6 kemampuan yaitu

• kemampuan pesawat tempur untuk melakukan manuver ekstrim agar mendapat posisi serang paling menguntungkan (Air Combat Manuverability).
• Pesawat tempur harus bisa terbang lincah sehingga harus menggunakan teknologi fly by wire untuk kontrol penerbangannya.
• Penggunaan teknologi trust vectoring nozzles yang mampu mengubah-ubah arah semburan gas buang mesin jet agar pesawat tempur mempunyai kemampuan terbang dalam kecepatan rendah dan mampu melakukan belokan tajam.
• Kemampuan untuk terbang jelajah pada kecepatan supersonik dalam waktu yang lama.
• Radar pesawat tempur berkemampuan menjejak target diluar batas cakrawala atau beyond visual range
• Kemampuan menyerap dan membiaskan pancaran radar atau teknologi stealth

Jadi bisa dibayangkan seandainya PT. Dirgantara Indonesia dilibatkan dalam pembuatan pesawat tempur ini maka akan ada penguasaan teknologi kedirgantaraan baru paling tidak untuk pembuatan 50 pesawat tempur KFX yang akan dibeli Pemerintah Indonesia nantinya dari keikutsertaannya membiayai proyek ini. Penguasaan teknologi baru di bidang pembuatan pesawat tempur generasi 4,5 ini dapat menjadi modal dasar bagi PT. Dirgantara Indonesia untuk membuat pesawat tempur sendiri kelak dikemudian hari.

Jadi untuk teknologi PT DI memang belum mampu untuk membuat secara mandiri. Selain ini butuh modal besar untuk melakukan riset sendiri namun jika besama korea maka teknologi kita akan dapatkan dengan sendirinya dan kelak dapat dikembangkan lagin untuk membuat pesawat tempur ciptaan sendiri.
